In depth: Above a waterfall, Hiro and Ben cross a zip line as they ascend to a cliff top. Ben takes a tumble into the stream nearby and has to be rescued by Hiro. Inside a nearby building a dictator, Lopez Tracero reminisces about his takeover of Paraguay with his military general, Jean Duprey. Reaper emerges to talk with Duprey alone, who reveals an alternate reason for constructing his fortress, a fortified version of the Chrysler Building. Reaper makes a bargain with Duprey that he will be his second in command once Reaper is in Overlord's place.

The Zone Riders are instructed by M.C.C. to take over the fortress and upend Paraguay's government. Reaper then takes Duprey to the Widowmaker while the Zone Rider assault begins. The Zone Riders come up against a minefield and are stopped as automated lasers fire on Eagle and the UN planes. The escorts must return to base after being damaged. Courage's Rimfire is damaged heavily.

Meanwhile, Reaper uses the Widowmaker on Duprey, who becomes horribly disfigured by the process. As Zone Pods are set nearby, Tracero encounters Duprey, who is now a Black Widow and is horrified by his appearance. The pods go off, Zoning the area and making a slave of Tracero. Bandit finds Ben and Hiro and hits him squarely in the chest, causing the two to retreat. The Zone Riders listen to a plan to bust a dam by Ned Tucker with a bouncing bomb over the water.

Reaper is radioed by Overlord, who is arriving at the fortress. The plan seems to be to bring down Intruder on its arrival. Hiro and Ben are still fleeing from the Widows through the forest as Duchess Dire attempts to shoot them in the back, but her backpack malfunctions. Dire returns to the fortress to find Duprey newly minted as a Black Widow.

The other Zone Riders come up against a minefield once more and have to work around. Duprey radios Reaper that Overlord is on his way. As he approaches, Reaper plots Overlord's death as Duprey and Dire shoot him in the back. Eagle approaches and provides air support, but again several Zone Rider vehicles are wrecked. The plane drops a custom made bomb which skips its way to the dam and sinks. It then explodes, unleashing the dam's water and shorting out the defense systems while washing away the Zone Generators. Razorback, who has defeated Hiro and Ben flees with his Zoners once the zone falls. The Riders are swept downstream, but rescued by Ned Tucker.

When Overlord arrives, he is displeased with Reaper for creating a new Black Widow without his permission. Duprey claims it as a reward for building the fortress. When Bandit tries to convince Overlord of his treachery, Overlord names Duprey "Crook". They depart the fortress, destroying it with explosives as it is now useless without the dam to power it.

Items Noticed: Apparently Lopez Tracero gained control of Paraguay with the help of Jean Duprey, famous French war criminal and soldier for hire.

Notes: This exact dam busting strategy was invented in World War II to destroy shallow water dams held by the German army.

What do we learn? Zoner weapons are called Lancets, where as Zone Rider pistols are Needlers.

Jean Duprey is a soldier, scientist, war criminal and poet.
